Ban on electric scooters, electric bicycles and other electric micro-mobility devices!

Under the Law on Compulsory Insurance against Civil Liability in respect of Motor Vehicles (TPVCAPD), as of 1 January 2024, insurance against civil liability in respect of the driver will also become compulsory for unregistered motor vehicles, such as electric scooters, bicycles, tricycles, quadricycles and roller skates. 

    

The purpose of this insurance is to protect you against financial loss in the event of damage to the property or health of third parties caused by your fault.

     

This insurance applies to vehicles that:

 A maximum design speed exceeding 25 km/h,

A maximum weight of more than 25 kg and a speed of more than 14 km/h.

 The power of the driving wheel(s) exceeds 1000W

     

Why do I need compulsory insurance? 

    

The use of electric bicycles and scooters often leads to safety problems and there are several important reasons for introducing insurance:  

 Accident frequency: Electric bicycles and scooters are becoming increasingly popular among urban vehicles, but their riders are often involved in accidents due to high speed, carelessness of other road users or pedestrians;

 Liability issues: In the event of accidents, it is difficult to identify the person at fault and to cover the damages. Insurance helps to ensure that victims receive compensation;

 Improving traffic culture: Mandatory insurance encourages consumers to behave more responsibly on the road;

 Protecting drivers: Insurance also protects the driver from potential financial losses.

   

What damages would insurance cover?

    

 Collision with another vehicle: if you accidentally hit and damage a parked or moving car while riding an electric scooter or bicycle, or if you damage a tricycle/quad bike while parking, the insurance will cover the cost of repairing the car.

 Injury to a pedestrian: if you accidentally hit a pedestrian and he/she suffers injuries, the insurance will cover medical expenses and possible compensation for the victim.

 Damage to public property: if you damage an item belonging to the public infrastructure, such as a lamppost, a road sign or a bench, the insurance would cover the cost of repairing or replacing it.

 Accident on a cycle path: if you collide with another cyclist or scooterist and cause damage to their vehicle or their health, the insurance would cover repair and medical costs.

Failure to comply with this requirement may result in a fine of between €20 and €40, and between €80 and €200 for drunk drivers.

Compensation methods:

• In case of damage, destruction, repair (replacement if repair is not possible);

• In case of theft by breaking and entering and/or robbery, reimbursement is by replacement with a new one;

• In the case of damage to accessories, personal liability and accident insurance, monetary compensation is applicable.

What to do in the event of an accident?

1. Within 3 calendar days, report the insured event to an authorised representative of Warranty Expert (UAB "Garantijų centras") by phone at 8 700 33300 or at www.warranty.expert;

2. "Warranty Expert will inform you about the repair details of the item;

3. You will need to collect your repaired or new appliance from the address provided.

Are there additional charges?

If the customer has an accident with the product (falls on the ground, breaks, gets wet, is affected by fire, voltage fluctuations, etc.) and it is determined that the product can be repaired, the customer will be liable to pay the amount of the unconditional deductible stated in the certificate; If the product cannot be repaired and is replaced by a new/analogue product, the customer will be liable to pay the amount of the unconditional deductible stated in the certificate.

When is damage not compensated?

• If your purchase was lost;

• If the purchase is not used for its intended purpose or in accordance with the manufacturer's instructions; 

• Wear, aging or corrosion of the purchase or its parts.
