In 2024, a new call for APVA support for the purchase of electric bicycles, scooters, scooters, tricycles, ATVs after the destroyed of a polluting car.

Up to €1000 COMPENSATION for your new or new electric vehicles! 

Applications for compensation will be accepted from 16 January 2024

How much and for which electric vehicle will APVA refund ?

€500 for an electric bike;

€300 for an electric scooter;

€500 for an electric tricycle or electric quadricycle (scooter);

€1,000 for registering an electric vehicle such as a car or scooter.

( Up to 2 purchased vehicles are refunded. The refund will be paid within 4-8 weeks )

What do I need to do to get compensation for electric vehicles?

1. Destroy your old car and get an ENTP certificate;

2. Purchase the new electric vehicles you want; 

3. Fill in an application for compensation in APVIS.

What documents will I need to submit in APVIS?

• a purchase invoice issued no earlier than 16 January 2024;

• payment documents (cashier's cheque or bank transfer, receipt);

• the manufacturer's technical specification or manual. 

Pay attention:

When completing the application, you must: specify the price of each item separately (as many items as there are prices).  The documents submitted in the application must be issued in the name of the applicant only and payment must be made from the applicant's account only;

 Not required (data is obtained directly from the Regitra system) - ENTP that you receive when you dispose of a polluted car;

 Failure to provide all the required documents will result in the application being returned for revision;

 All services and/or vehicles purchased must be included in a single application;

 Failure to revise the application and to add the required documents in the system - apvis.apva.lt - within the deadline will result in the rejection of the application and the non-payment of the compensation.

Call for proposals under Action 4.1 of Progress Measure 4.1 "Promotion of public transport and sustainable mobility (scooters, bicycles, sharing service, etc.) Call Amount EUR 8 million.

Date of call

Applications will be accepted from 16 January 2024 at 08.00 until the funds available under the measure are sufficient. The call will be closed once the funds previously allocated to the measure have run out. Applications will not be accepted thereafter.

Eligible applicants: A natural person who has submitted an application for a compensatory payment in accordance with the established procedures.

Requirements for the old vehicle and the applicant:

    

• The applicant shall destroy a vehicle of class M1 for which he/she has been the registered owner/operator or registered only as the registered owner/operator on the compulsory registration form for motor vehicles and their trailers (registration code C.1=C.2) for a period of at least 12 months before 1 June 2023;

• The vehicle's roadworthiness test must have been valid on 18 November 2023 (the date of the renewal of the roadworthiness test for 2022-2025). on the date of approval of the Investment Plan for the Climate Change Programmed);

• The vehicle has been registered in the Register of Road Vehicles of the Republic of Lithuania for at least 12 months before 1 June 2023;

• The vehicle has been destroyed in accordance with the rules for the management of end-of-life vehicles approved by Order No 710 of the Minister of the Environment of the Republic of Lithuania of 24 December 2003 "On the Approval of the Rules for the Management of End-of-Life Vehicles" (for a list of vehicle managers, please see the State Register of Waste Managers, aplinka.lt);

• A Certificate of Destruction of End-of-Life Vehicle (hereinafter referred to as "ENTP") has been issued for the vehicle.

    

Requirements for purchasing a cleaner car or electric vehicle:

    

• Electric vehicle - a new Class L vehicle registered in the Register of Road Vehicles of the Republic of Lithuania, with an all-electric power source and total carbon dioxide (CO₂) emissions of 0 g/km or less;

• The date of first registration of the less polluting vehicle in the European Union is 1 January 2014 or later;

• Eligible costs for compensation payments to natural persons purchasing a less polluting car or an electric vehicle shall be considered as from the date of publication of the call for applications to the Agency.

• The applicant shall register the purchase of a less polluting car or electric vehicle in his/her own name, or become the keeper if purchased by leasing;

• The registration certificate of the purchased less polluting car or electric vehicle must indicate the total CO2 emissions of the car (V.7), the date of first registration (B) or the model year (B.2), the date of first registration in Lithuania (B.1).kiekis (V.7), pirmosios registracijos data (B) arba modelio metai (B.2), pirmosios registracijos Lietuvoje data (B.1).

IMPORTANT!

An applicant may apply only once per call measure. No compensation payment shall be granted to an Applicant who has been paid a compensation payment on the basis of a submitted application;

All services and/or vehicles purchased must be included in a single application,

 A vehicle with the same VIN number can only be reimbursed once;

Total CO2 emissions are not applicable to the old car.

Compensation rates for new electric transport

For compensation payments to natural persons, eligible costs are considered as from the date of publication of the call for proposals by the Agency on 16 January 2024.

   

        4. up to a maximum of 2 units (in total) of selected less polluting vehicles as referred to in sub-paragraphs 4.1 and 4.2:

        4.1. €500 for an electric bicycle, electric tricycle or electric quadricycle;

        4.2. EUR 300 for a bicycle or electric scooter;

        4.3  €1,000 for the registration of an electric vehicle such as a car or scooter.

     

Maximum amount of funding/subsidy/grant Up to EUR 1000.

Online by filling in an application form in the Environmental Project Management Agency's information system apvis.apva.lt.

Documents to be submitted with the application

1. supporting documents (VAT invoice or invoice on behalf of the applicant). IMPORTANT! An invoice in advance is not acceptable;

2. documents proving payment of the expenditure (fiscal receipt from cash register or bank transfer from the applicant's account or cash receipt in the name of the applicant);

3. a power of attorney to represent the applicant, certified by a notary public or drawn up by means of information technology and registered in the Register of Powers of Attorney of the State Enterprise Centre of Registers (www.igaliojimai.lt/), if the applicant authorises another natural person to submit the application;

4. a copy of the certificate of individual activity and/or business license if the seller is engaged in economic activity on the basis of a certificate of individual activity and/or business license.

Important!

The Agency shall assess the application within 30 calendar days of the date of submission of the application and take a decision on whether or not to grant the compensation payment. All information related to the assessment of the application is provided in the APVIS system

F.A.Q about APVA compensation

Do you issue VAT invoices? - YES

You always receive an invoice or a cash register receipt when you buy goods from us. 

   

Do you have the specifications for the bike, scooter, scooter? - YES

You will find them in the product manual - which you receive with the product. Look for the product packaging.

   

Can a non-beneficiary pay by bank transfer or credit card? - NO

Only when paying cash to the courier or paying cash at the showroom, another person can pay. When paying by bank transfer or payment card - the payer and the beneficiary must be the same person!

  

Does the application also apply to children's electric bicycles, scooters? - YES

The description does not specify that the bicycle or scooter must be for an adult only.

   

I want to buy a more expensive bicycle/scooter. Will I get support? - YES

Only the amount of support is limited, not the purchase itself. 

   

Can you complete the application for me? - NO 

Only the beneficiary or his/her authorised certified person can complete the application.

    

Can I lease an electric bicycle/scooter and apply for compensation? - NO  

Leasing documents are NOT required for the application and your application will NOT be accepted.

   

Is the application also for second-hand electric bicycles/scooters/scooters ? - NO 

The application is only valid for the purchase of NEW electric bikes/scooters/scooters, tricycles or quad bikes from official shops (like us) that can issue a VAT Invoice.
